Developmental Secondment Initiative for Provincial and Territorial Government Employees with the Canadian Intergovernmental Conference Secretariat (CICS)

Position Title:          MANAGER, CONFERENCE SERVICES

Summary of Duties:

Plans, organizes, negotiates and manages the provision of a full suite of conference support services to meet the specific needs of First Ministers, Ministers and Deputy Ministers hosting or attending intergovernmental conferences (in-person and virtual) across Canada.

Provides advice and professional expertise to senior management on a wide variety of issues. As a member of the Extended Management Team, participates in the management of operations by providing leadership to plan activities and manage resources.

Develops and implements procedures, standards, guidelines, common systems and processes to improve service to clients and ensure consistency in the approach of conference planning, on-site work and post-conference tasks.

Ensures employees’ skills are aligned with the identified core competencies associated with their responsibilities and manages employee learning accordingly.

Promotes the role and markets the services of the Canadian Intergovernmental Conference Secretariat (CICS); develops and maintains extensive consultative, intelligence and communications links and working relationships with clients in federal departments and agencies and other levels of government.

Manages human, financial and material resources.

Leads or participates as a member of project teams and working groups.

Salary:

$95,209 – $102,712 per year (37.5 hrs/wk) plus compensation for overtime

REQUIREMENTS – MANAGER, CONFERENCE SERVICES

EDUCATION:
Graduation with a university degree OR an acceptable combination* of education, training and work experience.

*Acceptable combination is defined as high school graduation with 3 years of work experience and courses/seminars in a related field.

LANGUAGE REQUIREMENTS:
Bilingual (English-French)

EXPERIENCE:
Experience in planning and coordinating conferences or meetings that include significant government participation*.
Experience in leading project teams.
Experience in managing human and financial resources.
Experience in providing strategic advice and briefings to senior officials**.
Experience in liaising with senior officials**.

*Significant government participation is defined as being more than one government and at the level of Director General (or equivalent) or higher.
**Senior officials are defined as being at the level of Director General (or equivalent) or higher.

KNOWLEDGE:
Knowledge of the mandate and services of the Canadian Intergovernmental Conference Secretariat (CICS).

Knowledge of key current issues in Canadian intergovernmental relations.

Knowledge of trends in multi-media and Internet technology used to support conferences or meetings held virtually or in person.
Knowledge of project management.

CONDITIONS:
Secret security clearance.

Willingness and ability to telework most of the time.
Willingness and ability to travel on a regular basis across Canada to conference sites, including weekends.
Willingness and ability to work irregular hours and frequent overtime in temporary offices while on conference sites.

Have access to and maintain a strong Internet connection for the duration of the secondment.

Be fully vaccinated (2 doses) against COVID-19.
