Joint Statement from Federal, Provincial and Territorial Ministers Responsible for Mines

The governments of Canada welcome domestic and foreign investment and are committed to establishing predictable, transparent, and competitive regulatory frameworks and risk-based approaches to mineral rights regimes. Within their respective jurisdiction roles and responsibilities, federal, provincial and territorial governments have been exploring how mineral rights regimes can best support economically viable, responsible investment and reinforce economic and security resilience. Recognizing the complexity of this work, governments will continue exploring approaches that enhance clarity and predictability to encourage competitive, secure, and responsible investment.

Canada’s mineral resources support prosperity and contribute to economic security across provinces and territories. As global demand for critical and strategic minerals accelerates, we recognize the importance of modern, resilient mineral rights regimes that attract investment, support responsible development, are carried out in a timely manner, respect the rights of Indigenous communities, and safeguard long-term public, economic and security interests. In this regard, responsibility for the development and implementation of regulatory regimes governing the exploration, development, and management of natural resources largely rests with provincial and territorial governments within their constitutional jurisdiction in this area.

Ministers agree that mineral rights regimes are intended to serve the public interest of supporting responsible development of claims that deliver real benefits for both the governments and the citizens they represent, rather than being held solely for speculation without intent to develop. Ministers emphasized the importance of enhanced safeguards to prevent non-aligned foreign activities within Canada’s mining sector and help ensure that mining claims and investments align with national economic and security interests. Ministers also recognize the need for mineral rights regimes that continue to incentivize meaningful exploration and development activity across the mineral development cycle, supporting resilient value chains.

Together, we will ensure that Canadian citizens derive maximum benefit from our strategic mineral wealth and that we support economic growth, national security, and Canada’s international position as a reliable, ethical and responsible global partner in the minerals sector.

Key Message

Ministers emphasized that governments are working in close collaboration to attract investment, advance responsible mineral development, and ensure that the economic benefits derived from Canada’s mineral resources support the long-term prosperity of regions, Indigenous peoples and communities across the country. They also highlighted the importance of strengthening economic resilience, protecting national security, and sustaining confidence in Canada’s broader investment environment.
