LONDON, ON - August 14, 2001 -- The 2001 provincial and territorial meeting of ministers responsible for local government concluded in London today. Hosted by Chris Hodgson, Ontario Minister of Municipal Affairs and Housing, the annual conference provided an opportunity for ministers to exchange information on priority issues facing their jurisdictions.
All provincial and territorial governments participated in the conference.
"The last two days were an opportunity for us to meet, to share ideas and experiences, and to hear fresh perspectives," said Minister Hodgson. "There has been a lot of activity across Canada in advancing local governance."
A high priority was placed on discussions on drinking water safety. The Ministers recognized that there is a need for significant action for the health of Canadians. Specifically, the Ministers feel the federal government must be part of the solution by supporting a separate and incremental approach to meeting drinking water safety needs which builds on work already being undertaken by provinces and territories.
The Ministers also discussed the issues of new legislative frameworks for local governments and how to provide the necessary tools and flexibility for local governments to effectively fulfill their responsibilities.
"Our focus is on strong and accountable local governments. We focussed on building collaborative relationships between local governments and between local governments and the provinces," said Minister Hodgson.
There was a full discussion on the recently-appointed Prime Minister's Caucus Task Force on Urban Issues. While there was recognition among provinces and territories that increased federal involvement was critical to meet the challenges faced by many urban centres, the involvement of the federal government must be based on an approach that recognizes and integrates provincial interests, priorities and jurisdictions.
The ministers also discussed taxation and assessment issues pertaining to utilities, pipelines, rights of way and telecommunications, the relationship between First Nations communities and local governments, Smart Growth, infrastructure needs, particularly drinking water quality and safety.
"In order to help local governments address these issues, we are committed to working with municipalities, their associations and the federal government," said Minister Hodgson.
The year 2002 conference will be held in British Columbia.
