Reporting on Green Procurement

This supplementary information table supports reporting on green procurement activities in accordance with the Policy on Green Procurement.

1. Context

Although the Canadian Intergovernmental Conference Secretariat (CICS) is not bound by the Federal Sustainable Development Act and is not required to develop a full Departmental Sustainable Development Strategy (DSDS), the CICS adheres to the principles of the Federal Sustainable Development Strategy (FSDS) by complying with the Policy on Green Procurement.

The Policy on Green Procurement supports the Government of Canada’s effort to promote environmental stewardship. In keeping with the objectives of the policy, the CICS supports sustainable development by integrating environmental performance considerations into the procurement decisionmaking process through the actions described in the 2019 to 2022 FSDS “Greening Government” goal.

Departments will use environmental criteria to reduce the environmental impact and ensure best value in government procurement decisions

CICS will maximize the use of PSPC procurement instruments such as standing offers and supply arrangements that include environmental criteria.

Performance indicator:

% of procurement instruments used by the organization that include environmental criteria.

Target: 75%

Result: In 2020-21, 71% of standing offers and supply arrangements through PSPC were from vendors offering environmental optimal solutions.

Green procurement incorporates environmental considerations into purchasing decisions and is expected to motivate suppliers to reduce GHG emissions associated with their goods, services and supply chains.

Have management processes and controls in place to integrate environmental considerations in procurement decisions

CICS will integrate environmental considerations in procurement decisions.

Performance indicator:

Percentage of internal processes and controls that have been reviewed and updated in order to integrate environmental considerations

Target: 75%

Result: In 2020-21 a review of current internal processes and controls relating to procurement began and is ongoing. These controls and procedures have yet to be finalized with updated green procurement strategies embedded, and have an estimated completion date of 2021-22.

Performance indicator:

CICS will create a green committee.

Target: 1

Result : Created in 2019, CICS’s green committee met regularly in 2020-21.

Support for green procurement will be strengthened, including guidance, tools and training for public service employees

Ensure all those with procurement responsibilities have the necessary green procurement training

By March 2021, CICS will ensure that all staff with procurement responsibilities completed the CSPS training on green procurement. CICS will also require that all new staff with procurement responsibilities complete the course within three months of being hired.

Performance indicator:

% of staff with procurement responsibilities trained in green procurement within one year of being identified as a specialist.

Target: 90%

Result : 27% of staff with procurement responsibilities have completed the CSPS course C215 – Green Procurement.

Include FSDS target in performance evaluations of Directors and Managers.

By March 2021, CICS will ensure that an objective to include environmental considerations in procurement activities is integrated into individual performance evaluations of Directors and Managers.

Performance indicator:

% of individual performance evaluations of Directors and Managers that include environmental considerations in procurement activities.

Target: 100%

Result To be implemented in 2022-23 PMA.

3. Report on integrating sustainable development

During the 2020–21 reporting cycle, The Canadian Intergovernmental Conference Secretariat (CICS) had no proposals that required a strategic environmental assessment (SEA) and no public statements were produced.
